Dr Stephan EIBL

Stephan is Managing Partner of PARCWORKS and was previously Vice President of McKinsey and Managing Director of AECOM in Europe and Central Asia. He has also held leadership positions at Arup and Bilfinger worldwide.

He has successfully delivered multi-billion dollar major projects and led companies in Europe, the Middle East and Asia for more than 30 years. There, he held executive positions with personnel and profit responsibility at renowned consulting firms, planning offices and companies responsible for some of the largest real estate and infrastructure projects worldwide.

Stephan has worked with renowned German and international architects, engineering firms and contractors to plan and implement a variety of challenging buildings as well as urban developments with modern transportation concepts. In addition to questions of financing, sustainability issues in particular have been taken care of.

In addition, Stephan advised the German Federal Ministry of Transport and Digital Infrastructure (BMVI) as a member of the reform commission for major projects. He was also an invited participant at the World Economic Forum of business and government representatives in Davos.

He holds degrees from the world-renowned universities of TU Munich, Imperial College London, MIT and Harvard Business School.

Its track record includes advising and implementing major projects in complex stakeholder environments up to US$ 60 billion in single value. Projects include:

  • Advising investors, equity funds, and project developers on infrastructure investments through public-private partnerships (PPPs)
  • Execution of comprehensive real estate, infrastructure and technology projects (automotive, semiconductors, energy) valued at up to US$ 10 billion. These were based on a variety of very different contract models (JV, design-build, target price, and PPP)
  • Leading digital transformations (developing AI solutions as well as automation) and implementing Lean Construction for an international construction company in a complex environment
  • Restructuring of divisions and turnarounds of projects at critical stages (including urban development $600 million, turnkey semiconductor manufacturing plant $1.5 billion, an infrastructure program in Asia $1.0 billion)
  • Settlement of complex disputes and construction disruptions on several major German and international projects (including a multi-billion dollar nuclear power plant)

Lee is a former president of Bombardier Transportation, Americas region. Previously, he was Managing Director, Global Transportation and US Infrastructure at Hatch Ltd, a global multidisciplinary management, engineering and development consultancy.

Lee is also Independent Senior Director on the Board of National Express, a UK-based global operator of rail, bus, paratransit and school bus services.

He is also Chairman Emeritus of the Regional Plan Association, Vice Chairman of the Greater Jamaica Development Corporation, and a member of the Board of Directors of the Leo Baeck Institute.

Lee is the founder of the Rudin Center for Transportation Policy and Management at the Robert F. Wagner Graduate School of Public Service. He is also a co-founder of the Empire State Transportation Alliance (ESTA).
